Emergency alerts and public warning sirens
Serious situations can trigger mobile Emergency Alerts (needs 4G/5G). Outdoor sirens: three series a minute apart means seek information (e.g. NRK P1); short bursts for about a minute means danger of attack—seek cover; a continuous 30-second tone means danger over. Trust official and editorially controlled sources; treat shocking or anger-driving posts with extra scepticism.
When to seek shelter
Authorities will say when to use emergency shelters (public map at kart.dsb.no). Private shelters in offices, schools, and housing are mainly for people already in the building. Without a nearby shelter, use a basement or an interior room away from windows.
